Important context can disappear when an account is reduced to isolated events.
The problem
The failure is in the process.
When someone reports stalking, coercive control or sexual violence, they don't meet a system. They meet a sequence of disconnected institutions — the police, the prosecution, support services — each holding a fragment, none holding the whole.
A pattern no one is designed to hold.
The pattern of escalation, which is the strongest predictor of serious harm, is visible to no one, because no one is designed to hold it.
Reform that touches only the law, or only one institution, doesn't work: the problem is how the response is built, and it repeats across every European country.
